Police arrest local man on sexual assault charges

    WEST MILFORD — An 18-year-old West Milford man was arrested on charges of aggravated sexual assault and endangering the welfare of a child on Sunday, August 13. Ryan W. Powell of 112 Upper Greenwood Road, Hewitt, N.J. was arrested by township police based on statements taken by detectives. Allegedly, Powell invited two 15-year-old girls into his home and made alcoholic beverages available to them. Powell then had sex with one of the girls after she had become intoxicated. The victim left the Powell home assisted by her friend. They went to another address on Upper Greenwood Road where the police were called. While attending to the victim for intoxication, the police were advised by her friend that the victim might have been sexually assaulted by Powell. The offense is considered an aggravated sexual assault due to the fact that the victim was allegedly mentally incapacitated at the time of the event. Bail was set by Passaic County Superior Court Judge Wenzel at $25,000 with a 10 percent option. Powell was released after posting bail. At this time, the investigation is ongoing, with further charges possibly pending. The investigation is being conducted by Ptl. Yarnall, Ptl. Hicks, Det. Congleton and Det/Lt. Van Gilst.
