    Settlement comes after year-long discussions WEST MILFORD n Following 12 months of negotiations, the Board of Education announced Wednesday that an agreement has been reached with the West Milford Education Association, the bargaining representative for teachers, secretaries, maintenance personnel, class aides and coaches. In a brief press release the BOE negotiating committee said the agreement includes salary increases that are "lower than the Passaic County average" as well as health benefit cost containment measures. A key feature of the agreement is a managed medical care health insurance program for new employees. Current employees will have an option to switch from the more traditional indemnity coverage, according to the release. Steven J. Cea, the school district's business administrator, declined on Wednesday to provide further details on salary schedules or other items, saying only that additional information would be released Monday.
