To the editor: Your readers will be interested to learn that another player has indirectly entered the dispute about the proposed development of town homes known as Valley Ridge. The Government Records Council (GRC) - for the first time - has directed its attorneys to take action against a local custodian of records for failure to produce documents. The custodian is Diane Paretti, executive director of the West Milford Municipal Utilities Authority (MUA). The GRC, on March 14, confirmed that it will be seeking an order from a Superior Court judge that would compel the MUA to produce minutes from several meetings that were closed to the public in 2003 and 2006. If granted, a judge’s order would direct the MUA to provide the records or face contempt charges and possible fines and a jail sentence. The records the MUA has been withholding from the GRC are from meetings during which the authority discussed the controversial development of 110 town homes on Union Valley Road near Bald Eagle Village. If built, the development could require the taking of land under eminent domain to allow the MUA to provide services to the homes. The GRC also has indicated that following its action in Superior Court it will ask a state administrative law judge to determine whether or not Paretti should be fined as much as $1,000 for knowingly and willfully ignoring an order the GRC issued on Oct. 19, 2006.
